SCENE 01 / FILM PERMIT ACQUISITION
Filming Permits & Licenses Turkey
Expert permit acquisition and regulatory compliance for film productions across Turkey. We navigate Turkish bureaucracy so you can focus on your creative vision.
Every foreign production filming commercially in Turkey needs a General Filming Permit from the General Directorate of Cinema (Sinema Genel Müdürlüğü) of the Ministry of Culture and Tourism. The application is made online at filmingpermit.ktb.gov.tr and must be complete at least 10 business days before filming starts, under Article 10(3) of the Regulation on Filming Permits and Co-Productions (Official Gazette No. 30919, 15 October 2019). The same regulation obliges you to employ at least one Turkish citizen as mihmandar, the fixer or local coordinator, or to buy that service from a Turkish-registered company. That is the role we fill.
The Ministry permit is only the first layer. It does not replace permission from the governorship or district governorship where you film, from the owner of each special location, or from the separate authorities for museums, national parks, drones and sea work. We map every location to the body that controls it, file each application in the order the lead times demand, and tell you early when a location cannot be permitted at all, so the shot list changes before the schedule does.

How We Work With You
Our permit acquisition process is designed to give you seamless regulatory compliance and peace of mind throughout your production. From your initial inquiry to final permit delivery, we handle all bureaucratic complexities so you can focus on creative production.
Location & Activity Map
We take your shot list and pin every location to a province, district and street, the level of detail the Ministry application requires. For each one we name the controlling body (governorship, municipality, Ministry museum, National Palaces, DKMP, Diyanet, private owner) and flag activities the general permit does not cover: drones, map or navigation filming, sea work and special effects.
Ministry Application
We build the filmingpermit.ktb.gov.tr file with you: producer and project details, equipment list, crew passports, executive producer details, our fixer documents, and a Turkish version of the script and synopsis. The Ministry asks for complete documents at least two weeks before the crew enters Turkey, because provincial permissions follow the general permit, so that is the date we work back from.
Local & Special Permissions
Once the general permit is issued, we apply to the governorship and to each Provincial Directorate of Culture and Tourism where you film, to Istanbul district governorships at least 7 days ahead, to museum administrations (which answer on availability within 10 business days), to the DKMP Regional Directorate for national parks, and to SHGM for drones. Your crew's filming visas are applied for only after these permits exist.
On Set & After Wrap
Permit references and conditions go onto every call sheet, and our mihmandar is on set. Within 15 days of wrap we file the fixer's evaluation report to the General Directorate of Cinema in Turkish and English, and we remind you of your own obligation to deliver a digital copy of the finished work within 10 days of release.
Throughout your project, your dedicated permit coordinator provides regular status updates on application progress and any emerging requirements. We ensure continuous compliance monitoring and accommodate permit modifications as your production needs evolve.

Why Us
Why Choose Fixers in Turkey for Film Permits
01.
We Are the Mandatory Fixer
The 2019 regulation makes a Turkish-citizen mihmandar compulsory for foreign productions. We upload the fixer eligibility documents with your application, coordinate on set, and file the bilingual evaluation report after wrap, so one team carries the permit from first submission to final report.
02.
Honest Answers on Hard Locations
Some requests have a fixed answer. The National Palaces procedures bar ads, series and films at Topkapı, Dolmabahçe and Beylerbeyi, military zones are off-limits, and Turkey publishes no procedure for commercial filming inside active mosques. We say so at the scouting stage and propose a stage build or an exterior alternative.
03.
Lead Times Built Into the Schedule
We plan backwards from the official clocks: 10 business days for the Ministry, two weeks for documents before crew arrival, 7 days for Istanbul district governorships, 20 business days for foreign drone operators, and consular visa processing that can take up to 30 days after interview.
04.
Rules That Change, Tracked
Istanbul's zone-based filming rules took effect in January 2026, SHGM replaced its drone instruction on 30 July 2026, and DKMP issues new protected-area fees each year. We check the current text before each application rather than relying on last year's routine.
On Location
A Turkish filming permit is a stack: the Ministry's General Filming Permit at the bottom, then governorship, site, park, police and aviation permissions on top, each with its own clock.
Istanbul shows how the layers work. The city's filming rules, prepared by the Istanbul Film Shooting Coordination Commission and in force since January 2026, split each district into zones. Zone 1 allows at most 7 large vehicles and Zone 2 at most 11, with filming from 07:00 to midnight between October and April and to 01:00 from May to September. Zone 3 has no vehicle or time limit, and night filming from 23:00 to 06:00 is allowed only in designated areas. Sets filming in public space on the same dates must be at least 1 km apart, and signs must go up 24 hours before the shoot. A district coordination unit can halt a shoot for a day if a violation is not fixed within 24 hours. The zone and vehicle articles do not apply on the Princes' Islands (Adalar). We use these numbers when we plan your unit base, because parking the trucks in Zone 3 or keeping to 3 large vehicles changes both the permit and the fee.
Outside the cities the controlling bodies change. Ministry museums and archaeological sites need permission from the General Directorate of Cultural Heritage and Museums and the civil administrator's approval, with fees paid up front. National parks issue paid permits from the DKMP Regional Directorate, and filming in wetland absolute-protection zones between March and June, the bird breeding season, needs Ministry permission. Cappadocia sits under its own Cappadocia Area Presidency, created by Law 7174 in 2019. The productions that managed this well planned early: the producers of Skyfall, which filmed its opening chase in Eminönü and over the Grand Bazaar rooftops, said preparation took three months and involved many different people and authorities. We start the permit map on day one of pre-production for the same reason.
FAQ
Frequently Asked Questions
Essential information for planning your permit acquisition in Turkey.
What permits are required for filming in Turkey?
Start with the General Filming Permit from the Ministry of Culture and Tourism's General Directorate of Cinema, which covers documentaries, features, TV films, series, TV programmes, shorts, music videos and commercials. On top of it you need permission from the governorship or district governorship for each filming area, from the owner or public body of any special location, from the General Directorate of Cultural Heritage and Museums for heritage sites, from the DKMP Regional Directorate for national parks, and from SHGM for drones. News crews follow a different route through the Ministry of Foreign Affairs and the Presidency's Directorate of Communications, and photography-only jobs go to the Provincial Directorate of Culture and Tourism.
How long does permit acquisition take?
There are no official permit tiers; there are fixed minimums. The Ministry application must be complete at least 10 business days before filming, and the Ministry recommends all documents at least two weeks before the crew enters Turkey. Istanbul district governorships need at least 7 days' notice, and so does the municipality if you affect traffic. Ministry museums answer on availability within 10 business days. Foreign drone operators apply through diplomatic channels at least 20 business days ahead. Filming visas come last and can take up to 30 days after the consular interview, so for a crew needing visas we plan on six to eight weeks from a locked location list.
What are the costs for film permits in Turkey?
Costs are set location by location, so we quote them from the current tariffs once your list is fixed. In Istanbul, municipal fees under the 2026 rules apply when more than 3 large vehicles stay on set; they drop to one quarter for Ministry-supported projects and for shoots with 3 or fewer large vehicles, and handheld shoots that do not occupy public space pay nothing but must still notify. Ministry museums and sites charge under a fee list, paid in cash or by bank guarantee to DÖSİMM at least 10 business days before use. National parks charge foreign crews double the photo and film fee, and a shoot of less than a day is billed as a full day.
Can you handle permits for sensitive or restricted locations?
We handle the ones that can be permitted and tell you plainly about the ones that cannot. Filming in military zones is strictly prohibited. Commercials, series and films cannot be shot at Topkapı, Dolmabahçe or Beylerbeyi under the National Palaces procedures. Hagia Sophia has been an active mosque under the Presidency of Religious Affairs since July 2020, with foreign visitors on a ticketed upper-gallery route, and no published crew-filming procedure exists, so we plan it as exteriors from public space. Anıtkabir in Ankara is run by a military command that sets its own filming rules, which means long lead times. In Cappadocia, any set dressing on the rock needs explicit written approval from the Cappadocia Area Presidency: in 2022 a permitted commercial shoot that applied material to fairy chimneys was stopped and fined about ₺2 million.
Do you handle drone filming permits?
Yes. The Ministry permit does not cover drones; applications go to the Directorate General of Civil Aviation (SHGM) through diplomatic channels. Under the procedure still applied during the transition, foreign operators apply at least 20 business days ahead with their own aviation authority's approval of the aircraft and third-party insurance, and SHGM issues a NOTAM after positive opinions from civil and military bodies. The new SHGM instruction of 30 July 2026 requires at least a P1 licence for paid filming and accepts foreign-registered drones only if they are compatible with its İHATTYS tracking system; full compliance is due by 31 July 2027. Registering a commercial drone requires a Turkish ID or tax number, which is why we usually pair foreign crews with a Turkish licensed operator.
What documentation do I need to provide?
Producer and company details, a project description, the equipment list, every location by province, district and street, a crew list with passport images, executive producer details if you have one, and the script and synopsis, which we translate into Turkish. Missing passport data gets an application rejected, and if the Ministry later finds the file incomplete or incorrect it can revoke the permit and stop filming. Liability insurance is not on the Ministry's list, though drone operations need third-party cover and some location owners ask for it in their contracts.
