Local Fixer Services

The 2019 regulation turned the fixer from a convenience into a condition of the permit. The application on filmingpermit.ktb.gov.tr lists the producer, every location by province, district and street, the equipment, a crew list with passport images, and the fixer's details and documents. Applications with missing passport data are rejected. Once the General Directorate of Cinema issues the General Filming Permit, the work moves to the provinces: the governorship or district governorship, the Provincial Directorate of Culture and Tourism, and whoever controls each location. In Istanbul, rules in force since January 2026 add a 7-day notice to the district governorship, vehicle caps by zone, a 1 km minimum gap between sets, resident notices 24 hours ahead, and police permission for explosions and crashes. For a producer, that means two clocks: 10 business days for the Ministry, then the local lead times on top.

Most of what a fixer does in practice is knowing which door to knock on and what will be refused. Ministry museums such as Göreme Open-Air Museum or Derinkuyu need their own written application, with fees paid or guaranteed at least 10 business days before use. In Cappadocia, a commercial shoot that applied material to the fairy chimneys in 2022 was stopped by the gendarmerie and fined about TL 2 million despite holding permit documents, so we get written approval for any set dressing on the rock. The Grand Bazaar closes on Sundays, which makes Sunday the realistic day for a controlled set. When Skyfall filmed its opening chase in Eminönü and over the Grand Bazaar rooftops, the producers said preparation took three months and involved many different authorities. Language runs through all of it: Turkey ranks 71st in the EF English Proficiency Index 2025, in the 'Low' band, so negotiations with officials and owners happen in Turkish, and we carry them.
